Im very confused by the cull obsidian changes

One of the major nerfs to cull obsidian was reducing the armor brake duration gain from his persistant charges from 15% to 5%. The problem with this is that I have never seen the duration gain at 15%; the whole time I have used Cull Obsidian it was already at 5%. Is this a bug or am I missing something here? I am currently in-game and it says 5% duration and ability accuracy, my cull is 4* rank 5 so maybe that is a factor, idk.

    Looked into it. It looks like the number that is displaying right now is 5%, but that only changed in this last update. It is still acting as 15%, but will be changed to actually be 5% in the next update.

    Will We be getting rank up materials back or rank up gems back if we use the 4-5 gem to rank cull?
