Why isn't surfer or doom immune to electro's shock

Just testing out which Champs work best against him, I figured surfer might but he doesn't. Is static shock different than shock?

    Yes, static shock is not a shock effect, but rather just the name of the ability. Electro by himself has no way to deal shock damage.

    Static shock deals energy damage and is triggered on contact attacks. Counters for it would either be projectiles, high energy resistence, or shut down his defensive ability accuracy

    Electros passive damage back is a form of thorns, not "shock"

    Electro should be Updated so that he deals Shock damage in thorns & shock damage when attacking too. Also like maybe apply shocks on his specials and maybe heavy. Mybe his sig ability or some special attack can put 1 or more shocks on him! That'd be amazing

    Since he's a old character it's energy damage. Not instant shock damage.
