Class specific rank-up gem used instead of 2017 Generic

I am trying to take Howard the Duke to rank4 and have both a Class 3-4 gem and a Generic 2017 3-4 gem but I am only able to use my class gem instead of the 2017 generic.

Anyone have a work around?
