Ultron didn't regen at 50%

I was using 6* Ultron in Master EQ 3.2 fighting Moon Knight. My health dropped to 50% and then below it but my regen never proc'd. There were no nodes beyond the global 3rd special and iso-infused. Moon Knight was in full moon phase and didn't stun me. Am I missing something that would explain why I didn't get the regen?
