Is it true Kabam nerfed the new 7 stars so that they don’t hit harder than 6 star ascended?

Are we going to see 7 star battle cast relics?
Are we ever going to see 7 star battle cast relics? A lot of the battle cast relics are better than stat cast relics especially for specific champs and now that the stat cast are released as 7 star rarity i feel like the battle cast relics are falling behind.
