Dormammu bug or silence nerf?

A friend of mine sent me this picture of a Dormammu from our alliance, before his passive gave Degeneration damage above 2k and now it's at 800. Was he nerfed? Is this known or is it a bug?

I cannot find anything that says this is a bug or it was done on purpose.
I guess only time will tell.
Big change nevertheless.

But that amount of damage was pretty high for 1 buff expiring. 5-10% of your champs health!

The problem is that this hero gave 3x more damage for an expired buff, now he looks like butter lol

Yeah it's a big change no doubt - let's hope it's a bug
They should have said if it was deliberate.
2 or 3 degens on your champ will have a big impact!

MD5 plus the sig degen is a bad combination for buff heavy champs.
An AWD boss nightmare, with his immunity too.

Still an awesome attacker though.
