GF saw this in the middle of a fight. That looks a little like Crossbones, but the body is significantly different, especially the back and boots. So what else could it be?

I'm guessing The Shocker because Spider-Man 2 is coming out next year, so sure new Spidey champs and the arms remind me of Homecoming's Shocker. Mysterio is supposed to be in the sequel, and Shocker and Mysterio have both been in the Sinister Six at one point or another. Between Doc Ock, Electro, Vulture, and Rhino - these two would complete that team (also missing: Kraven and Sandman).
Crazier theory? Part of Thanos' Infinity Gauntlet is that he makes evil clones of all the heroes. I've always hoped Thanos would use that in the movies to bring back various versions of the Avengers' villains, since they're basically evil clones. Abomination would come back, etc. Maybe this is some crazy Infinity War-esque Crossbones, brought back to screw with Cap at some point in Avengers 4.

The Venom part of the overlap doesn't take after the Venom character model much, but you can see the vertebrae sticking out on the neck. The rest is pretty obviously Vulture.
As others have pointed out, this is a known issue where Champions may appear in screens where they shouldn't. We are working on a resolution. Sorry for the confusion!
