War tanking in the non season period

We have experienced war opponents in this non season period that are losing on purpose to lower their ranking, presumably to get weak opponents when season 5 starts. Does Kabam have a plan for this , or is this a good war strategy?

It's a good war strategy. It's been going on the last 3 seasons.
