Did the rating of certain champions change?

I am not too sure.. but i feel there is a change in ratings of some champs.
My r4 level 50 something groot was 4000 + and higher than my r4 unduped phoenix. now he is lower.Also lvl 99 r3 war machine was 3000 plus is lower than 3000.

or am i just seeing things :)

    summoner appreciation was long back.. i observed this yesterday.. masteries last i changed a month back.. so i dont think that is it..
