Allaince Teansfers

When dealing with sister alliances, and you do a merger or swap to buff an allaince, What they really need is a "Transfer" button, once an officer or leader hits "transfer" the leader of the incoming alliance gets a notification "incoming transfer, do u accept yes or no"
