Actually, no. Putting such a valuable items in a deal (unit or money) more often or permanently would unbalance the situation, as many big spenders would just buy as many as they see, widening the gap between them and the free players.

You can get 2 5* AG from LOL, one was available in deal and some were given from 12.0 compensation and Rifts events. I'm not saying this is a lot, yet it's enough without making the 4* even more obsolete giving the chance to awaken every 5-star one might have.
