Was Cable Silently Buffed?

I don’t remember any of these abilities in the second passive box. I also don’t remember Kabam announcing this buff. Was he silently buffed?

That's always been there

Well, that was dumb of me to never notice

I got a 6* and those abilities have always been there

Those have been there Day1

Didn't know about the Special Damage increase once the poison charges run out, but I knew of the other two.
