Act 4 3.3 juggy - is this a bug?

Im trying to explore all act 4 and i just got infront of 24k juggernaut. It is stronger and harder than maestro. Is this right? Or some bug?.. all the other around him are about 4k.

Yeah there's that, but every chest on that particular path give a health and attack Nerf to the final juggernaut which has local nodes that are like +400 or 600 % health or something. So if you claim all the chests in one shot, like I did, you'll face a superpowered juggs.

He used to be much harder, juggs in general may have had a buff but that juggs in particular got a massive nerf

If you read the dialogue leading to that path, the Collector states that "Greed will be punished". I believe it gives you 5 chances leading up to Juggernaut to choose to either fight an enemy or take a chest. The enemies all have nodes linked to Juggernaut, so taking the chest means Juggernaut has that link active when you fight him. In this case, it's best to look at the nodes carefully, figure out which combinations you can beat, and try to get it done in 2 paths. Take 3 chests one time, 2 the next.

Just be thankful that they watered down this fight a long time ago. Those of us who went through Act 4 when it was new also had to deal with slashed tires (direct damage every time you dash back)...and 5/50's were scarce back then. Two back dashes means you're dead. Consider yourself lucky you don't have to deal with that.

Just restart the quest.

Prior nerf I restarted it once and explored other paths before trying him again.

I took half the chests for the 2 runs needed to explore it. (This was using 4* 4/40s) It was a nightmare lol

Very possibly, though I'm not sure.

I found the best bet was to use Cap WWII and just hold block every time he went unstoppable. The L2 bleed did the majority of the damage. The other option was to power lock him so he couldn't go unstoppable. This was easier said than done as this was before Magik got buffed and champs like Dormammu and Psylocke weren't introduced yet. This guy was a HUGE challenge when he was first introduced. Act 4 was known for Venom (who initially had poison, BTW), Maestro, and the dreaded Juggernaut as the 3 big hurdles to jump.

Doc strange was MVP for me against that juggs. I left that path til the very last for 100% exploration of act 4
