i just duplicated my 4* magik from premium hero crystal and she went from sig 83 to max. i didn't get the 24 iso-8 and the max sig crystal. what should i do?

double edge mastery bleed damage
in the description it says "up to X% health is lost..." what does "up to" means? that it can take less bleed damage in some circumstance? and i'm not talking about using other masteries to reduce the bleed damage/duration.
