double edge mastery bleed damage

in the description it says "up to X% health is lost..." what does "up to" means? that it can take less bleed damage in some circumstance? and i'm not talking about using other masteries to reduce the bleed damage/duration.

It basically means that for a champion that isn't bleed immune or reduces that damage in no way means the mastery will take exactly that damage and nothing more.
It calculates basically a basic champ without mastery or immune/debuffs reduce will take that damage.
