Vision against power shield node

Anyone know why it doesnt seem vision gets the extra damage from specials on this node? Is this intended? Kabam, pls explain.

Vision’s specials don’t do damage inherently, but the opponents take damage based on power burned.

Hence it isn’t affected by power shield.
