How to write a ticket if banned

Hey a guy in my ally is banned but he doesn't share his info. He can't get to the ticket screen to submit anything. How can he get to talk to someone to try and get his account back?

but does he use any kind of mod or play on android emulators? remember that it isn't just account sharing that will get you banned
