He is Robot type, but when he receives the Shattered Armor Debuff he continues to activate his Buff!
As far as I know, no Robot with Shattered Armor activates your Buff.

I did not really read the information when I faced it, but the question is another one here: All Robots in the game do not activate Buff with Shattered Armor, so he should not stay out of that rule either
