AOU Vision sp1 drains 0% on Cap A IW

I was going against Cap A IW and my AOU Vision sp1 drained 0% on him. Did I miss anything? Thanks!

Were you under 18% health? Did he have any power of his own?

If he glances it won’t do anything

The other posters are correct. If he's kinetically charged, there will be a 30% chance that incoming attacks will glance. If they do, there is a 0% chance that abilities will kick in. This means if Vision's Special 1 or 2 glance, they will deal no damage and burn no power.
