Captain America not doing Perfect Block on Parry's?

I don't know what's happening I noticed that cap was not doing perfect block on parry. Am I the only one whose seen this or this is not a bug? Please help.

That’s CapIW, regular cap and CapWWII have a 40% and 30% chance respectively on all hits to perfect block
