I believe what the OP was implying, jokingly, was that you never get anything good from PHC, so something must have been changed. There are all kinds of good pulls from PHC, but not that often.

In my experiences, I pull duds for about 3 weeks maybe longer and then a 4* will drop out of nowhere and a couple days later pull another 4* or 2 from PHC and cycle goes back to 3 or 4 weeks of 2*s sprinkled with 3*s.

Seems like when the 4*s are dropping you can get lucky and pull a couple 4*s in a week. That happens once in a great while though as far my experiences.
