4 star DH or 5 star doc oc to rank up first? And why?

Hello. Pls help. Who should I rank up first. I dont have any decent tech champs and now I pulled them one after another. 4 star DH or 5 star Doc Oc to rank up first? And why? ( both non awaikened)

Doc Oct is fantastic for power control. And hits hard.

I'd rank him up..

He doesn't need to be awakened either.
