Is GHulk broken?

He doesn´t regen that 70% when under "damage over time" debuff.

Just duel Sam569 (5* Morningstar) and doesnt regen anything from the bleed damage.

This doesn't include MS bleed. An example of a passive damage over time effect is Dorm's Degen

Of course... the key word is PASSIVE. I miss that. Bleed is an ACTIVE debuff.
