Hyperion power gain after sp3

After I use Hyperions sp3 the power gain afterwords seems to take much longer to generate the same amount of power. I am unsure if this is intended but it happens sometimes and not others so it seems to be bugged

The cosmic potential came back in the correct amount of time so I can pop regen but I never have when this has happened
