Error - Not enough Tier 1 basic iso-8

So I was trying to level up some of my champs however, whenever i click the level up button I'm prompt with the error message "not enough tier 1 basic iso-8"

Any suggestions for rectifying this issue?

I believe I had this happen once before when I got the infamous connection issue when doing a whole bunch of iso at once for a level up. This time though it never got out of connection issue so I forced closed app. Upon reopening it showed like I still had the iso for level up but I think it already processed those so I had to go claim some more
