5Hulkbuster or 4green goblin

Should I spend my tech iso on a 5 star hulkbuster or 4star green goblin? I posted a pic of my current 4 and 5* champs. Also, who should I be ranking up first? I'm a newbie btw, 1 month in and hooked lol

Dont bother with hulkbuster. He is garbage. And prioritise ranking up cap, iceman, masacre, red hulk and wolverine

Those are my only 2 tech champs so, although I realize they arent very good, should I use my tech class iso on them or my other champs that are good. That is why I am asking.
