Help: Level Champs / Stuck

Hi all,
I have a few 4* champs that are now 3/30. To go higher, I need tier 4 catalysts. Unfortunately, to get 4 * catalysts, I need a stronger team. I am unable to beat the tier 4 dungeon in proving grounds. Also, I am stuck in last dungeon of Act 3, chapter 4. Here the last boss is too strong.
How do I progress, when I cannot rank up hero’s any more ?
