Does a Void without the Despair Mastery still cause Reverse Healing?

Does a base Void ( unawakened

) reverse his opponent’s regeneration? Even without the Despair mastery? Or do I need the Despair mastery to cause reverse healing?

Unawakened, he can only drop healing to 0, because he can cut 50% twice. Despair can get you reverse healing, the awaken makes it a lot stronger.
