Masteries weren't designed to be switched whenever you want. You're supposed to build the best set up overall, removing costs while nice would actually be almost game breaking. There's a reason it's given as a gift, switching setups every few fights to match the champion you're using or the opponent.

@Sungj The point is that it makes no sense to recover every single point in one mastery tree just to reallocate a few points at the end of the tree. Let's say I wanna shift a few points off of courage to somewhere else, why should I have to recover the entire offense tree and repay the cost of maxing out cruelty and precision?
