Rank up 4* Scarlet Witch now, or wait for a dupe?

Scarlet was my first 4*, and I've kept her at R1 I recently told myself to rank her up, I gotta wait for the dupe. What should I do?

She isn't so good unawakened but she is very good after a dupe yes she has been needed a while back but she is still good in my opinion

Her Vail of fortune is pure luck it may trigger or not so it's passive

Nullify will be very useful if you have correct set of masteries but if duped she will be a beast

Here dupe ability will be useful if it is over 50
