What makes OG DD the HT killer?

I tried reading HT abilities but I really didn’t understand because I just skimmed over them but my 4*4/40 DD is way more affective than my 5*r4s. Maybe I’m over reading something but he doesn’t get those incinerate Debuffs as often. Last epic bounty mission I hit him 60 times and didn’t get it once.

    My other champs get incinerated when they hit HT. DD is not getting those incinerate Debuffs like my others champs do when he hits him. Or not as often for some reason.
