Killmonger VS Vulture = no true strike?

I can hit Vulture after his L1, before his wings even return to his body, but it doesn't activate killmongers true strike. Does vulture have some immunity to that? I don't know enough about it. I just noticed it today and got annoyed.

    Also, why would you need true strike against Vulture.

    Maybe for the Miss after a failed raptor strike, but the primary reason is to have both True Strike and the Reverberation active at the same time, for a massive attack boost.
