Ghost Phasing Question

I'm relatively new to playing Ghost and I've run into an issue where Scarlet Witch's L2 hits me while phasing. Her L1 misses, but the L2 hits me.
Can someone help explain what mechanic I'm missing / not understanding?

You're sure that Ghost is still phasing? I haven't gone up against Witch with my Ghost in a while, but I'm pretty sure I ate an SP2 because my phasing ended the exact moment Witch's SP2 animation finally got to the point of delivering the damage.

I'm going up against SW daily now in the bounty quests, and she's never hit me with her sp1 or 2 as long as I was phasing.
