I’ve heard good things about him when he is duped, or at least people tell me he is underrated. I don’t have much personal experience.

He is highly underrated, but he needs to be duped.

He was my only mutant 4* for a long time.
Unduped- Okay bleed, okay bleed resistance, okay stun, okay power control. Solid, reliable.
Duped- Damage is Very Good. Rarely use the healing, because I enjoy his damage mode too much.
