Uncollected Black Dwarf PI

Why is his PI 34k on 1.2 quest? The guy had over 158k hp.

Just for reference Covus in 2.1 has a PI of 20.9k.

Is this lower than usual or higher?

Higher, but an easy fight none-the-less
