Objective clarification

Does this mean I just have to ma out a level for an avenger, or I have to take a 4* to r5? Before I throw resources at it and waste them, I just want to be sure of what it is exactly asking me to do.

Just have to level up a 4* or 5* to max for the current rank they are on. No need to rank them up.
