Mephisto/champion synergy broken or misworded?

The synergy between mephisto and the champion states that for every persistent charge mephisto has, it boosts his attack rating by 15%.. so with his max charges at 6 it should boost his attack by 90%.. correct? Cuz it absolutely does not do that type of damage. I have a 6* mephisto and would love if he hit harder but this just doesn't seem right. Anyone correct me if I'm wrong please
