Adding a "change graphics settings" option to the game

Just as the tittle says. Would it be too hard to do it? Adding options such as reflections (on-off), lens flares, even an option to increase or decrease the frame rate or FPS , so that people with phones that can play games such as PUBG at full graphics without lag or a massive drop in frame rate (myself, as example) can play this game with a decent amount of FPS?
I have a snapdragon 660 and 4GB of ram memory, and I find utterly annoying that Iphone users with phones which aren't even close in specs to my current phone, have a smoother gameplay experience that ANDROID USERS.
Just saying, it wouldn't hurt anyone.
