Remove war rating already

It has been proven this past season to be utterly useless since AW matchmaking is now predominantly determined by alliance prestige. Each alliance's prestige should also be displayed on their alliance front page, instead of war rating, since that will tell prospective applicants what war difficulty to expect from that alliance.
