Game load time prolonged / Game tools freezes game

Today out of nowhere I noticed my phone make pause when I tap to open game (like 2-3 seconds pause before it launches it, it wasn't happening before) and then when I try to record gameplay with game tools it freezes and after 10 seconds says 'Couldn't record video, try again' or something like that. Yesterday it was all fine.
Yes, I tried clearing cash and data and reinstalling both game and game tools and no success. Additionally, I did factory reset 5 days ago and everything worked fine until today.

It's Exynos version Note 8, dual sim one.
Android Pie.
It's not rooted or modified in any way.
