Erasing account linked from google play

Hi! I want to know, if i can erase my older account, that is banned for whatever reason for about 3 years and he is still linked to google play. Since i cant buy units from store, cuz u need to be linked to google play to get units i need to know, if i can erase my older account and link google play to my general acc. Thx for any future advices :)
