Cap IW Perfect block on parry

Should CAP IW receive zero damage every time he parries? Because I (at times) still get some damage when I parry. Is it a mastery setup thing?

He doesn’t have perfect block on parries just insane block profiency is sometimes the damage is reduced to 0

I feel like it is most of the time. Because he already has insane BP, so a further reduction from the parry mastery most of the time brings it to zero

But no, he does not have guaranteed perfect block
