Who should I upgrade

Hey so I recently just got 3 T4 BC, and those don’t grow on trees, so who should I upgrade, either an unawakened Dr voodoo, or an unawakened Emma Frost?

Imo Dr voodoo needs to be awakened so there's little rng so i would go with emna
