Cant buy certain permission slips

I go to the souvenir store but only permission slips fo lvl 1 and 2 are available to me. I'm unable to purchase 3, 4, or 5. I'm lvl 48 and have 4200 shield markers. Is this happening to anyone else? Is it fixable?
