What is the purpose of Open Wound?

Maybe it's just because I don't have any champions that have this effect, but what is even the purpose of an Open Wound? No, my name IRL is not Karen, in case you were wondering. XD

A non damaging debuff maybe it makes punisher to get more bleeds easier
