Alliance War Offseaon Tier and Rating lock not working

My alliance ended Season 10 in Tier 5 and started the offseason with two Tier 5 wars. Due to the tier and rating locks that were implemented, we thought we could play in relaxed mode. We lost the first war and didn't have any change to rating or tier. We won the second war and but somehow dropped to Tier 6 (possibly because alliances who were in Tier 6 were able to gain rating and passed us?). Either way we didn't notice, lost the next two wars without any change to tier or rating, but now the last two wars made us lose rating.
What gives?
