Level 3 and 4 class permission slips

I only see level 1 and 2 permission slips how do I unlock 3 and 4.

You haven’t competed story mode far enough to have them available. Must finish act 4 and up through act 5.2 to have level 3 and 4 slips. 😫

The anouncement Post says that it is related to the title you have / game progession.
Finished act3 = Level 3, finished act4 = Level 4 permission Slips, act 5.2 finished aka uncollected = Level 5 Slips. Ok?
