No, I only see level 1 and 2 permission slips. I've completed act 1-3 and I'm on act 4.

I meant Close the App and reboot. Most times this helps When something is missing what should be unlocked

I've done it like 4 times

Delete and reinstall it, there might be a level cap for getting it that you’re not at either

I'm level 49

Reinstall didnt help

I think the title needs to be claimed from in game mail?

Look in the souvenir tab in the store. If you completed act 3 you should see level 3 permission slips available. Restart if needed.

I did that and I still dont see anything

I dont have any unopened mail
