Wars and Alliance Quest. Questions

Iv been playing this game for years its the best game ever for me on the Android phones. However i just cant seem to figure out the wars and alliance quest. For war it keeps telling me i have to enlist. How ??? Also how do i join in on an alliance quest. Pleast help me with these problems im having. My alliance members are never active
