Black Iso Store Bug or correct?

Is this correct? It says the cavalier trade in for 4* shards into 5* shards has a 3 item purchase limit, but it only lets me purchase it one time?

Is this a bug?

Update* now it says 0/3 purchase limit but I only bought it once and won't let me buy the other 2
